• The PNFC works closely with civil society organizations, youth activists, and the Pa-O community in exile.

  • It engages in political dialogue, public advocacy, and support for revolutionary resistance in Pa-O areas.

  • Also participates in ethnic alliances advocating for a new federal constitution.

  • The Pa-O Federal National Council (PNFC) oversees the Pa-O People's Defense Force (PPDF-KD) and the Pa-O National Defense Force (PNDF-KK), operating across three regiment areas in both Upper and Lower Myanmar.
  • The Pa-O Federal National Council (PNFC), in cooperation with its allies, is currently providing education, federalism training, and health services to the Pa-O people in areas under its control across Upper and Lower Myanmar.

The PNFC was born from the will of our people — not from guns or power, but from the collective voice of the Pa-O who desire freedom, justice, and federal democracy. We do not represent fear. We represent courage. We do not serve the military dictatorship. We serve the people.

Visions 

We do not seek dominance. We seek coexistence. We do not want revenge. We want accountability.

History of the Pa-O People

  • The Pa'O are an ethnic minority living in Myanmar, with a population of roughly 1,200,000 accounting for approximately 2.1% of the total population in Myanmar. Other names of the Pa-O include PAOH, PaU, Taungthu, Taungsu, Tongsu and Kula.

PNFC emerged as an alternative political body representing Pa-O people who reject military rule and do not support the PNO's alliance with the junta.

The Pa-O National Federal Council (PNFC) said in a 14 March statement that it strongly condemns the military council’s incitement that may lead to ethnic and religious conflicts between the Pa-O and Karenni (Kayah) peoples.

Let me be clear: we reject the military regime and all forms of authoritarian control. We also reject those who claim to represent the Pa-O people while cooperating with the military and ignoring the suffering of our communities.

Instead, we stand with the National Unity Government (NUG), with the ethnic resistance organizations, and with the youth and civil society groups fighting every day for a new, inclusive federal union — one in which the Pa-O have the right to self-determination, cultural preservation, and political equality.
